Abstract

Implementation of education quality improvement programs through innovations carried out by the government according to their interests, talents, and intelligence student. The phenomenon of the plurality of students should be number two with his needs. The existence of a system in learning management in Indonesia in general they still use the package system. This system is less ambitious in the face of the fact that students are basically good skills, talents and interests. So to satisfy. This service is then continued by holding the Participant program Special Smart Didik with Semester Credit System (SKS) model. This study aims to explore policy implementation Special Intelligent Student Program (PDCI) with the Credit System model Semester (SKS) applied in Man 2 Model Medan, with sub-focus covering: (1) The concept of program implementation planning in Man 2 Model Medan, (2) Implementation of the Man 2 Model Medan program, (3) Program evaluation is carried out by Man 2 Model Medan. This study uses a qualitative descriptive analysis approach. Data the collection is done through in-depth interviews, observation and interview techniques documentation. Data analysis techniques include data reduction, data presentation, and draw conclusions, verify the validity of the data using the data source triangulation techniques and techniques. Informants in this study are head of madrasah, deputy head of curriculum, program coordinator, students student teacher.
