Abstract

This study intends to investigate how the primary priority strategies in growing micro, small, and medium-sized enterprises in order to improve the economic growth during the Covid-19 outbreak in the city of Medan by presenting the internal and external conditions that have already been implemented. In addition, the researcher elaborated on the urgency of treatment that should be implemented for the development of MSMEs to be more targeted. The employed method is qualitative and SWOT and QSPM are utilized on the process analysis. Five small and medium-sized enterprise (SME) entrepreneurs and five industry experts filled out the questionnaire. According to the results of the SWOT analysis, the strategy quadrant derived after processing the IFE and EFE matrices resides in Quadrant I. These results indicate that the used method is a progressive approach. This strategy indicates that the organization has both strengths and opportunities. In addition, the results of the QSPM research indicate that the top priority plan that should be implemented during the Covid-19 period is to utilize e-commerce characteristics in order to reach a large target population.
