Abstract
This study aims to analyze the implementation of the Merdeka Belajar-Kampus Merdeka policy at the Islamic religion faculty of North Sumatra Muhammdiyah University and North Sumatra Islamic University with a research focus on four things, namely implementers, targets, management, and implementation success. This type of research is field research (field research), using a qualitative approach with a multicluster method. There are two data sources, namely primary which includes university leaders, faculties, related institutions or units, study programs, lecturers, students, and secondary includes partner institutions and literature. Data collection techniques used observation, interviews and documentation studies. The results of the study found that: (1) MBKM policy implementers at the Faculty of Islamic Religion UMSU are in a special unit, namely the UMSU MBKM unit, whose structure consists of the chairman, secretary, members, and person in charge. The executor implements the policy based on general competencies, namely managerial, technical, socio-cultural, and special competencies, namely Al Islam and Kemuhammadiyahan. While the implementers of MBKM at the Faculty of Islamic Religion UISU are the faculty and study programs respectively, whose structure consists of deans, vice deans, heads and secretaries of study programs, and faculty staff. The general competencies are the same as the UMSU site, except that the specific competencies are different, namely Al Islam and Da'wah Islamiyah. (2) The targets of MBKM policy implementation at the Faculty of Islamic Studies UMSU and UISU are determined based on government policies and internal university policies. The target object is classified into two, namely the recipient and the form of benefit. The beneficiaries at both sites are all students of the Faculty of Islam whose quota is limited by the government, but UMSU implements an independent program to overcome these limitations. The conditions for following it adjust the standard government regulations, while the independent program adjusts the internal rules of the Higher Education. (3) The preparation of plans is carried out by internal and external parties, focusing on planning tools and strategies that are integrated with Islamic values. Financing at UISU is entirely from the government, while at UMSU from the government and universities. The organization of MBKM at the Faculty of Islamic Religion UMSU is under the coordinator of the vice chancellor III, while at FAI UISU it is under the dean. The implementation of MBKM begins with socialization, then implementation and reporting. Control at both sites is through monitoring and evaluation and internal quality audits, by the Quality Assurance Agency. Successes at both sites are diverse and in accordance with the standards of their respective universities. Although most achievements are only additional performance indicators. Future programs at both sites include increased promotion and socialization, increased participation in independent MBKM, and the formation of cooperation in financing. This research has implications for improving the quality of education, improving the quality of students, evaluating educational policies, developing human resources, increasing the competitiveness of graduates, reviving the Islamic scientific tradition.
