Abstract
The purpose of this research is to find out the quality standards of teaching staff at SMAN 1 Hutabargo, to find out the program that has been made by the principal in improving the quality of teaching staff at SMAN 1 Hutabargot and to find out and describe the principal's strategy in improving the quality of teaching staff at SMAN 1 Hutabargot. SMAN 1 Hutabargot, and also to find out about the supporting and inhibiting factors in improving the quality of teaching staff at SMAN 1 Hutabargot. The research method used in this study is a qualitative research method using a case study approach. This research was conducted at SMA Negeri 1 Hutabargot Kab. Madina. The subjects in this study were school principals, student educators, subject teachers or homeroom teachers or teachers who were directly involved. The techniques used in collecting data are observation techniques, interviews and documentation. Data analysis techniques in this study used the Miles and Huberman models with the stages of data reduction, data presentation and drawing conclusions. Guarantees for the validity of the data in this study are credibility, transferability, dependability and confirmability. The results of the study obtained information, namely, in the quality standards of teaching staff there were educators with PNS status, only five of them were still honorary, with the strategy that had been prepared by the school principal, the program of activities had been carried out with the duties and responsibilities of each teaching staff and certainly there were factors obstacles and supporters but school principals and educators alike in overcoming this. The conclusion is that the principal of SMA Negeri 1 Hutabargot has a great responsibility, namely to develop a program and strategy to achieve the goal of improving the quality of teaching staff, running a good process, teaching staff also carry out the tasks assigned properly.
