Abstract

This study aims to analyze the procedure, implementation of the policies of the Chief of Education Officer and to analyze the performance of the Chief Education Officer in improving the understanding of the Islamic Holy Books at the State Elementary Schools of Labuhanbatu Selatan Regency. This is a qualitative research. The process of extracting data in a holistic manner by doing in-depth interviews with a series of questions, observating in the form of observations, and collecting documents with the aim of obtaining the correct data and the valid data. There are three findings of this study. First: The procedure for implementing the policy of the Chief of the Education Officer in increasing the understanding of the Islamic Holy Books is in accordance with Regulations No. 55 of 2007 and the Local Regulation No. 10 of 2015 concerning the Improvement Understanding of the Islamic Holy Books of Islam in Labuhanbatu Selatan Regenncy for regional efforts through religious education in order to encourage local governments through religious education to create noble morals who have noble knowledge and skills and also religious basis. Second: The policy implementation of the Chief of the Education Officer in increasing understanding of the holy book of Islam in Labuhanbatu Selatan Regency at Public Elementary Schools was started in May 2018 by coordinating, monitoring and evaluating the teachers. Al-Qur'an literacy educators consist of teachers who have graduated from Islamic education and those who are not from the Islamic religious education background with a record of being able to provide lessons to students and who have the Islamic boarding school background with the approval of the office of the Ministry of Religion, Labuhanbatu Selatan Regency. Teachers who teach must comply with the syllabus provided by Labuhanbatu Selatan Regency Education Officer. Third: The policy performance of the Chief of the Education Officer in Increasing Understanding of the Islamic Holy Books at State Elementary School of Labuhanbatu Selatan Regency is by exercising control which is done by the education supervisor on the teaching staffs’ performance to increase the understanding of the scriptures and together with the respective school principals to oversee the staff educators in the improvement of the understanding the holy book Al-Qur'an in Labuhanbatu Selatan Regency. The teachers receive an honorarium Rp. 1,500,000 every month from the government of Labuhanbatu Selatan Regency and they are given training every six months and all honorarium teachers use the syllabus which is provided by Departement Education of Labuhanbatu Selatan Regency.
