Abstract

This study aims to determine the Simalungun umpasa which means moral education, the method of moral education carried out by families, traditional leaders and religious leaders in Simalungun, to find out what morals are contained in the Simalungun umpasa and what are the roles of local governments in preserving and develop Simalungun culture. The samples of this study were Simalungun Muslim families, traditional leaders, religious leaders in three sub-districts in the Simalungun Regency area, amounting to 150 people. This research method is fully qualitative with research instruments using observation, interviews, documentation with residents using recordings, field notes, cameras. The results of the study found that moral education in Simalungun Muslim families was carried out by emphasizing religious education, while the method of moral education carried out by traditional leaders was carried out through traditional events, while the method of moral education carried out by religious leaders was the method of utilizing religious activities. While the moral meanings contained in the umpasa such as umpasa is worth honesty, umpasa is worth simplicity, umpasa is worth keeping promises, umpasa is worth hard work, umpasa is worth peace, umpasa is worth compassion, umpasa is worth forgiveness, umpasa is worth trusting, umpasa is worth saying thank you, umpasa is worth helping, umpasa is worth praying/hoping, umpasa is worth not giving up easily, umpasa is worth building harmonious relationships, umpasa is worth hearing advice. so the results of this study indicate that the method of moral education in the Simalungun Muslim family has a close relationship with the method of moral education in Islam. The role of the local government in preserving and developing Simalungun culture is through the arrangement of buildings with Simalungun ornaments, naming government apparatus, and holding Simalungun cultural parties every year.
