Abstract

The donation program at Alfamart, Medan Tembung District, is less transparent and accountable in reporting the use of donation funds from shopping refunds, thus potentially causing misuse of funds and reducing consumer trust in the donation program. This study aims to analyze the regulation of reporting obligations for donation funds from shopping refunds at Alfamart in Medan City, focusing on the principles of maslahah mursalah which emphasize justice, transparency, and accountability. This study uses an empirical method with primary data collection through observation and interviews, as well as qualitative data analysis to understand the reporting obligations for donation funds at Alfamart Medan from the Maslahah Mursalah perspective. The results of the study indicate that although the donation program has been implemented in various Alfamarts, there are still problems related to the lack of transparency in reporting the use of funds, which can reduce public trust. Therefore, this study recommends the need for socialization and education to Alfamart owners regarding the importance of accountable reporting, as well as strict supervision by the local government. By increasing transparency and accountability in the management of donation funds, it is hoped that community participation in the donation program can increase, providing greater benefits for parties in need of assistance. This research is expected to be a reference for the development of better regulations in the management of donation funds in the future.
