Abstract
The purpose of this study is to examine the programs, forms of organizational communication, challenges, and impact of Medan Plus in rehabilitating victims of NAPZA abuse in Medan city. Using qualitative method based on descriptive analysis, interviews were conducted with Medan plus head, manager, staff coordinator, treasurer, and a parent of Medan Plus client. Data were collected through participatory observation, in-depth interviews with relevant informants, and document study of Medan Plus reports. The document study data were grouped as general and special finding of this research. This study found that Medan Plus was established in 2003 with the therapeutic community (TC) and narcotics anonymous (N.A) programs for NAPZA abuse victims. Organizational communication took place in the forms of engineered communication, family communication (community), mandatory communication, and persuasive communication. Medan Plus faced the challenge of not getting full material and moral support from the clients‟ family, after-treatment support, societal misunderstanding, staff regressing into abusing drugs, and lack of staff knowledge on drug addiction. Medan Plus has had a strong impact on society and the government, helping the latter deal with the burgeoning drug addiction problems in Indonesia. Medan Plus communication strategy was conveyed by its leader to its staff and clients to help rehabilitate NAPZA abuse victims successfully.
