Abstract
The objectives of this study are: 1) To determine the form of the principal's strategic planning at MAN 3 Medan, 2) To find out the stages of strategic planning in the management process at MAN 3 Medan, 3) To determine the factors that influence the implementation of strategic planning at MAN 3 Terrain. The research methodology used in this research is using a descriptive qualitative research approach. The participants who participated in this study were the Head of Madrasah MAN 3 Medan, Head of Administration, Deputy Head of Madrasah for Infrastructure and Teachers of MAN 3 Medan. Data collection techniques used in this study are observation, interview and documentation techniques. The results of the study revealed that: 1) The strategic planning of the madrasah principal of MAN 3 Medan from 2021-2026 was realized in the form of programs ranging from the Administration program, Student Affairs, Personnel Affairs, Letters and Archives, Finance, PPDB (New Student Admissions), Expenditure Treasurer, PPK, Security Unit / Morning, Afternoon and Night Guard, Office Security Unit, Caraka / Courier / Messenger Service and Cleaning Service. In addition, the principal's strategic planning at MAN 3 Medan has also been reduced to a Work Program which includes Routine, Daily, Weekly, Semester and Annual Activities. 2) There are several stages of strategic planning in the management process at MAN 3 Medan, namely (1) Market Research, (2) Forming a Team, (3) Clarifying Mandates, (4) Assessing External and Internal Environments, (5) Formulating Strategic , (6) Strategic Determination, (7) Strategy Implementation and (8) Evaluation. 3) There are 5 factors that influence the implementation of strategic planning at MAN 3 Medan, where there are factors that have a positive and negative impact on the implementation of strategic planning, the factor that has a positive impact is the leadership style applied by the head of the madrasa, namely the situational leadership style, the other factor is Vision , Mission and Objectives of MAN 3 Medan which is a reference in the implementation of strategic planning, other factors are the culture/climate of MAN 3 Medan which supports the implementation of strategic planning, namely the culture of being obedient and obedient to the provisions of the madrasah principal and other factors, namely adequate funding for MAN 3 Medan. In addition, factors that have a negative impact on the implementation of strategic planning are inadequate facilities.
