Abstract

This study aims to explain how the implementation of a strategic plan in developing the culture of quality education at STAI Syekh H..Abdul Halim Hasan Al Ishlahiyah Binjai. The formulation of the problem posed in this study is: How to formulate a strategic plan in the development of a culture of quality education at STAI Syekh H. Abdul Halim Hasan Al Ishlahiyah Binjai? How is the implementation of strategic plans in developing a culture of quality education at STAI Syekh H. Abdul Halim Hasan Al Ishlahiyah Binjai? and How is the evaluation of strategic plans in developing a culture of educational quality? The research method used is a qualitative method with a phenomenological approach, through the process of data reduction, testing with descriptions and reflections on every important thing, especially from existing phenomena, reflection, then data analysis that will be carried out by researchers through a phenomenological approach, there are stages carried out as follows: Data sources used are primary data sources and secondary data sources include the implementation of strategic plans in developing a culture of quality education. The preparation of strategic planning in the development of a culture of quality education at STAI Syekh H. Abdul Halim Hasan Al Ishlahiyah Binjai was carried out by joint meetings, preparation of strategic plans, both in the fields of infrastructure, curriculum, student affairs, teaching staff and finance, also through meeting, lecturer board, and stakeholders. The implementation of the strategic plan involves campus functionaries and the lecturer council, to help each other and work together to carry out the strategic plan. By integrating high school input so as to develop a culture of quality education. The evaluation of the strategic plan is carried out using two criteria, the first is its effectiveness, namely the extent to which the objectives of the strategic plan have been achieved. The second is efficiency, that is, to a far greater extent, potential sources have been used for the development of a culture of quality education. Evaluation is carried out at the time of implementation and at the end of the strategic planning implementation successful.
